Register text is licensed CC BY 4.0. Cite the entry, not just the site, so a reader can check the same source and verification date you used.
Each entry has a permanent URL built from its jurisdiction and short name; the URL does not change when the entry is re-verified. That URL is the identifier — there is no separate record number to cite. The register orders entries by a number for browsing only; it is not part of any citation and does not refer to a section of the instrument. The primary documents themselves are the property of the governments and standards bodies that publish them — cite those directly when you can.
